Undersheriff Tom Burns was born and raised in Midland, Michigan. He attended Delta University where he earned a degree in Criminal Justice. He then attended the Northwestern Police Academy, where he graduated in 1997. Tom started out his law enforcement career with the City of Ithica. He then went to the Saginaw Chippewa Tribal Police department where he spent 11 years, including 6 as a Road Sergeant. Tom then went on to spend the next 6 years with the City of Alma. Sheriff Main appointed Tom as Undersheriff in April of 2016. Tom and Sheriff Main had previously worked together and Tom was chosen because of their same philosophies on ethical and moral views.
Lieutenant Tom Recker has been with the Isabella County Sheriff’s Department since 1981 and was promoted to Jail Administrator in 1985. As the Jail Administrator, he oversees the operations of the facility including the supervision of Corrections and Food Service Staff. Lt. Recker also deals with policy development, Department of Corrections guidelines and inmate custody issues.
Administrative Assistant Jenifer Wilson provides administrative support to the Sheriff, Undersheriff and Jail Administrator. She maintains the financial records for the department including inmate housing, inmate medical, payroll, accounts receivable and accounts payable. She is also the program coordinator for contractual and grant programs such as inmate health insurance, secondary road patrol, marine patrol and budgeting.
